Alaska State Troopers at the Galena Post are the primary law enforcement authority for the Yukon-Koyukuk Census Area. The post covers a large geographic area along the middle Yukon River and its tributaries. Galena is the main operational hub. Village Public Safety Officers are stationed in communities throughout the Yukon-Koyukuk Census Area. VPSOs provide basic law enforcement, emergency response, and fire protection for small villages that do not have their own police departments. They work under the supervision of the Galena State Trooper post. Arrest records made by VPSOs are forwarded to the supervising trooper post and entered into the statewide criminal history system under AS 12.62.110.

Background Checks for Yukon-Koyukuk

Criminal history background checks for Yukon-Koyukuk Census Area residents are processed by the Alaska Department of Public Safety Criminal Records and Identification Bureau. All arrests and convictions from the census area are reported to APSIN, the statewide criminal history repository, within 30 days under Alaska law. The bureau provides both name-based and fingerprint-based background checks.

Name-based checks are $20 and are available online at backgroundcheck.dps.alaska.gov. Fingerprint-based checks cost $35 and are more accurate. There is no local DPS fingerprinting location in the census area. Residents must mail fingerprint cards on a standard FD-258 form or travel to a walk-in location in Fairbanks or Anchorage. Sex Offender Registry

The Alaska Sex Offender and Child Kidnapper Registry is available free at sor.dps.alaska.gov. Maintained under AS 18.65.087, the registry includes all registered offenders in Alaska, including those living in Yukon-Koyukuk Census Area communities. Search by name, address, zip code, or city name. Each entry shows a photo, physical description, registered address, and offense history.

Registered offenders in the census area are monitored by the Galena State Trooper post and cooperating VPSOs. Offenders are required to register by the next working day following conviction if not incarcerated, or within 30 days before release from a correctional facility. Moving to a new location within the state requires an updated registration. Failure to register or update information is a felony. In 2024, House Bill 66 added new requirements including passport numbers, professional licensing, temporary lodging for seven or more days, and international travel plans.

Public Records and Criminal History Law

The Alaska Public Records Act (AS 40.25.100) establishes the right of Alaskans to access government records. Agencies must respond to requests within 10 working days. The response may include the records, a denial with legal justification, a request for clarification, or a cost estimate. Copy fees range from $0.25 to $0.50 per page for standard documents. Electronic records are provided in the requested format when available without additional programming.

Criminal history records have their own rules under AS 12.62.160. The public can obtain conviction information. Nonconviction information such as arrests without charges or dismissed cases has more limited availability. Sealed records are not disclosed. Under AS 12.62.180, courts can seal records under specific circumstances. When a record is sealed, the agency responds as if no record exists. If you want to challenge an error in your own criminal history record, AS 12.62.170 provides a correction process through the DPS.
